- certificates or attestations of linguistic competence of minimum level B1, issued by the accredited higher education institutions in Romania that organize the preparatory year of Romanian language for foreign citizens, by the lectureships of Romanian language, literature, culture and civilization in universities abroad/ Institute of the Romanian Language or by the Romanian Cultural Institute.
- Romanians everywhere: those who do not know Romanian, but are admitted to bachelor’s, master’s and doctoral studies;
- foreign citizens from third countries in relation to the EU: those who do not have Romanian citizenship or the citizenship of another EU member state, the European Economic Area (EEA) or the Swiss Confederation, but also citizens who apply for or have acquired a form of protection in Romania, foreign citizens holding a residence permit in Romania);
- foreign citizens with scholarships of the Romanian State.
